Historically, one of the primary challenges was the status of individuals temporarily engaged by institutions. Despite performing roles similar to regularly employed workers, these individuals often lacked formal recognition and adequate compensation. Social contributions were irregular or entirely absent, creating disparities between temporary and permanent employees. A natural person must have at least a secondary education and be free from legal restrictions on conducting business. The process begins with an application to the Ministry responsible for labor matters. Once approved, the agency is registered with the Central Registry of the Republic of North Macedonia.
  • Scope of Activities: A private employment agency is authorized to provide temporary employment services and job placements, both domestically and internationally. It is allowed to charge fees for its services, but only to employers, not to the individuals it employs. This ensures that workers are not burdened with additional costs for securing employment.
  • Licensing and Oversight: Agencies must obtain a valid license from the relevant Ministry to operate. Their activities, including temporary employment services and job placements, are subject to oversight by the State Labor Inspectorate, which ensures compliance with the law.

Conclusion

Private employment agencies in North Macedonia have successfully integrated into the labor market, playing a vital role in connecting workers with employers and ensuring fair treatment for temporary employees. Several agencies have distinguished themselves through their professionalism and adherence to legal obligations, contributing significantly to a more structured and equitable employment system.
